Yes. The US Individual Tax Return is the 1040 (or variant, 1040A or EZ) whereas the CA State Resident Income form is for residents of CA only. Most US residents have to file both federal and state income tax forms (and some have to file local taxes too).
Easiest way is to go to IRS.gov and find a freefile solution that will let you file your state income taxes too and do it all online. Much easier than the paper forms.
